System restore did not remedy nor did %systemroot%\system32\appwiz.cpl. 1 person needs an answerI do too

Here are two things to try: 1. In a Run window (Windows key+R), type REGSVR32 APPWIZ.CPL (the capitals are for clarity only but note the space) and press Enter. Then again, type REGSVR32 MSHTML.DLL and press Enter. 2. If 1) is not successful, try this but create a system restore point first just in case anything goes wrong.In a Run window (Windows key+R), type regedit, press Enter and in the left pane navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\App Management and underneath, right-click ARPCache and delete it. Reboot the computer.
