Connection Refused for Remote Desktop

I am attempting to set up Remote Desktop on my IOS Yosemite Macbook.  On the host computer, I upgraded to Windows 8.1 Pro.  I have enabled the Remote Desktop option.

When I am on the same network, my IOS can remote desktop with the host pc.  So that works.

However, I have attempted to gain access remotely (from other network through internet) and I am unable to connect to the host computer.

I have forwarded the port in my router (3389) so the router knows where to send the access.  And I know my unique IP address.  So when I put in my unique IP address:3389 into the Microsoft Remote Desktop App for IOS, when it attempts to connect, I receive a message saying "Connection Refused".

What am I missing to be able to establish this remote connection?

Hi MattWhite,

Considering you have changed the network ,have you tried to ping the remote machine with the IP address directly to have a check ?

The remote sessions may be blocked by the firewall ,please turn off the firewall temporarily and then have a check

Meanwhile ,please check the Event Viewer for any warnings or errors related to this issue .

I have the same problem. I even disabled the firewall and still getting the "connection refused" error. I used Remote desktop for android and remote desktop mac versions. The host pc is windows 8.1 pro. It works in LAN but as MattWhite said from other networks it doesn't work. I have configured ip address in router and windows settings as well. Let me know how to correct this please.
