1. You can restore previous installation and start again. Current status of your computer is very hard to describe.
2. Make sure that all your applications are compatible with W8 and W8.1
3. Clean (in regular way) and update your computer before updating it to W8.1. Remove all USB devices, remove AV and programs that are expected to make problems. Update and reinstall.
4. Adobe Flash Player is integrated in W8.x already. (How did you found that AFP disappeared?). Adobe forum may help...
5. Make sure that you are using drivers for your computer model from computer vendor.6. Search Internet. there are plenty of people having similar problems. Majority are caused by wrong driver (Ralink, Nvidia, ...)
6. Give some info on your computer. Someone with the same computer may have had similar trobles and found solution. (People are happy to share success stories.)

Hi,
How did you install Windows 8.1?
As Milos said,to resolve this issue, please let us know your current system and the detail model of your Windows 8.1.
Generally speaking,0xC1900101-0x4000D was related to your 3rd-party security software.
I suggest that you uninstall 3rd-party security software to check the result.
