1. Have you made any changed before we meet this issue?
2. After running the command dism /online /cleanup-image /restorehealth and sfc /scannow, are there any error messages?
Please take the following steps for troubleshooting:
1. Download and run the Modern User Interface app troubleshooter and check.

2. Check the event viewer and check if there are any log related to charm bar search.
3. Check the Windows performance like CPU, Memory and Disk in Task Manager when the charm bar is hang
