a way to change the logon screen background

Looks like the background is just whatever background color the user prefers.   E.g. Win-W Customize your Start Screen and then change the color.  Also, I get a different color if I instead decide to switch to a different account.

However, you might want to have a look at the new method of sign-in using Touch gestures (or mouse pointer and clicking)

MS removed the possibility to set a custom picture again.

I think the questioner wants to change the Pre-Login screen.  This is logically distinct from the individual users' Lock Screens, because it does not belong to any user.  It is the screen you get to if you sign out as a user; you usually won't see it if you shut down straight from a user session, because in that case, when you next turn on, the system shows the Lock screen belonging to the user who did the shut down.  So if you're the only user of your computer, you'll probably never see it, but if the computer is used by several people it will come up quite often.  The default images (a synthetic view of Seattle in Win8, and a piece of pseudo op art in 8.1) are hideous, so you may well want to get rid of them.  Also in a corporate environment you might well want to put some of your own branding on this screen.

There is no "official" way to change the Pre-Login screen.  However there is an unofficial way that, though clumsy, works.  It is documented in various places on the web, of which the best I have found is

http://www.urtech.ca/2012/12/solved-how-to-change-the-seattle-graphic-when-switching-users-in-windows-8/

Basically you have to go to a system folder that will usually be

C:\ProgramData\Microsoft\Windows\SystemData\S-1-5-18\ReadOnly\LockScreen_Z

You will certainly have to be logged in as an administrator to get to this folder, and you are likely to have to set various view and access permissions on your way, and take ownership of the folder, to be able to get at it.

Inside that folder you will find an image file, which is the Pre-Login screen image you are targeting - as you can confirm by looking at it (probably having to give yourself permission to do that).  Rename that file so you don't lose it, and replace it (using exactly the name the old file originally had) with the picture you want.  Probably it should be the same pixel size as the original (I haven't checked this).  Then go into the Properties of the new file and give User SYSTEM full control over the file; if you don't do that, you'll get rid of the original Pre-Login picture, but it will be replaced with a blue screen.  And that should be that.

With thanks to all the people who found this out for us all.

After a long search, this solved it for me: https://kb.wisc.edu/page.php?id=27428

In my case, I had to apply the steps in "Change the System Lock Screen", and was able to put my own background image on the logon screen.

Hope this helps.

I was able to change the login screen background (not the lock screen) following the instructions given in this website:

http://www.grouppolicy.biz/2010/08/group-policy-setting-of-the-week-39-always-use-custom-logon-background/

Basically:

  1. Enable the Group Policy called "Always use custom logon background" by running the Local Group Policy Editor (in the start screen type 'group', and select the option 'Edit Group Policy'). The option is located in Computer Configuration -> Administrative Templates -> System -> Logon. It should be the last one in the list (double click, select 'Enabled' and click OK).
  2. With that Group Policy enabled, Windows then looks for the custom logon background in the file located in C:\Windows\System32\oobe\info\backgrounds\backgroundDefault.jpg  You may need to create the "info\backgrounds" directories using administrative privileges (I did it directly in Explorer with my administrative account). After that, copy into that directory your background image in JPEG format with the name "backgroundDefault.jpg".
  3. Restart.

It should pop right up when it reboots.

Hope this helps you guys out.
