According to Microsoft Excel Help documentation a CSV-file is created with "," as delimiter if you have US settings and with ";" if you have European settings. If you want to override this you change the "list separator" setting in Control Panel/region and Language/Formats/Additional Settings. For some reason CSV-files are not the same depending on wich side of the Atlantic you reside. But when you want to upload a contact list to Gmail it has to be in US format. So I changed the setting according to the documentation - but it does not work in Windows 7 /Excel 2007.
