Capture picture from Camera - WPF

Okay... its 2015 and what articles I've seen on this topic are all very dated. 

Can someone tell me the best way to include taking pictures from a device's Web Camera and using them in a WPF application hosted on the full version of Windows 8.1? No, not RT.  I'm using Visual Studio 2013 Update 4.

Are you developing an application with the WPF interfaces to enable taking pictures from a device's Web Camera ?

It is recommended to ask for help from our MSDN Forum ,the person there are more familiar with the developing issue and they will help you to resolve the issue .

Yes, there is always a different forum that would better answer my question.  I'm doing this on a Windows 8.1 machine using WPF so this does apply.

Also, telling me that there is another forum doesn't equate to answering my question.  However, I'm closing this because answers on Code Project have moved me beyond this question.

Hello Joel,

i am having the same need as you: in a WPF application i need to take a picture from a tablet's webcam while running on Windows 8.1 PRO.

Coming from Android i thought it would be as easy as just launching the default camera app, but I have to admit I am pretty confused right now (and all the outdated articles just add more to the confusion..). Did you find out a way to do this?
