1. You have landed in Windows 7 forum. Better fit is Windows 8.1 forum
2. Unfortunately you have described your situation in a way that important subject is not clear. How you get into this situation: you have set attributes before you upgrade to W 8.1 or something went wrong in the process of upgrade? What file do you mean? Your personal, application or system ones?
3. There are some files that neither user nor administrator can access. Only operating system can manage certain files.
4. There is a trick based on the use of Scheduled task with SYSTEM rights. Simply run any file manager in script with system rights. Do it on your own risk.
5. IMHO the more knowledgeable user around you should help you resolve your problem.

What kind of these data which you're unable to access? System data or created by yourself? local or shared?
Check the permission of the file, take ownership of the file, then give yourself full control permission of the file as a test.
