Cannot sync Microsoft Account or purchase Apps since 8.1 upgrade

I recently updated my desktop PC from Windows 8.0 to Windows 8.1.  Now everytime I attempt to purchase and App from the Microsoft store, I am request to enter my Microsoft account details (email & password) them enter the code that is emailed to me. After going through these steps I am then told that the purchase was unsuccessful. How can I correct this problem, as it now seems I can no longer purchase any Apps because of this annoying process.

I also have a Surface Pro 2, but do not have the same issue on that.

According to your description, I would like to confirm if Payment and billing appeared on the screen:

Please ensure that the state of Windows update service is running.

Also,make sure your Home Location is set to the right location.
