Cannot rate or review apps on ANY computer after 5/13 updates

I am unable to rate and review apps after the May 13 patch Tuesday updates on any computer. Desktop or ARM. Error message is "Sign in with a different Microsoft Account" -To rte or review this app sign in with the Microsoft account used to install it". I AM signed in with that account  I can download apps, update apps and everything else is normal. I AM signed in with the account used to install apps. Signing out and signing in, restarting, renaming cache folder in packages, local state, etc. doesn't work. sync licenses, wsreset doesn't work. And again, this is on ALL computers. Which would seem to rule out anything on the local machine(s). What I see is:

Hi,

We haven't receive any feedback about this issue.

Thus I think it may not caused by that Windows Update. Let's narrow down it.

Firstly, make sure you sign in with the original account that used to install the app.

Did you see that option when you open an Windows Store app?(see screenshot as below)

Which exact package did you install on that day?

Try to uninstall that package to check if the issue could be resolved.

I noticed that after Patch Tuesday, May 13, that if I opened and app and immediately went to Charms, Rate and Review, that I had a problem. The error message was Sign in with a different Microsoft Account as shown below.

usediffacct

I tried 4 different computers that I had applied the updates to. And I tried about 10 different apps on each. Same issue. I tried a computer that had not been updated and had no issue at all using the same 10 apps accessing the Rate and Review screen.

I asked on Twitter and a couple of people responded that they had no issues.

After spending some time investigating, it seems that with the update to the Store in the May 13 release, there is a timing issue where (on a fast connection perhaps) the online bits cant communicate quickly enough with the local computer to determine whether or not the app is installed. Heres what I found.

If I tapped or clicked Close in the screen above and immediately went back to Charms, Rate and Review to re-open the function, I might see for a very fleeting second that the app was available to install (huh?)

brief

The above would immediately change to

is installed)

I could then drag the app on the left over the Store screen on the right and then go back to Charms, select Rate and Review and see what I expect to see the first time I selected Rate and Review.

ok to review)

Again, this is on multiple computers that were updated on Tuesday, May 13. I hope someone from Microsoft is paying attention and will look into this.

Just chiming in to say I can reproduce this Issue.

See the animated gif below

gfycat dot com/IllustriousTheseAmericancrow (replace dot com with .com)

Inside the 8Steam app the developer has put a Rate button on his App UI, so I

click it, but this results in the problem Barb describes above. Throws Microsoft account error,

after dismissing the error and waiting a short period I can then go ahead and rate the app

** Sidenote

Opening up the Windows Store by itself  and searching an App and Rating does not throw this error

Here is a screenshot of the Error thrown(same as Barbs)

** I noticed that for me this Error is thrown most often IF the Store process is closed(not running in the background, so close out the Store process and try to reproduce this bug, I can also confirm at least for myself 2x of my Windows 8.1 devices are affected. This leads me to believe it is an issue that arrived via Windows Update May 13 Store Update**

Same issue here... Any App, any  way I try.

Edit: Seems it not related to this update, directly at least. In some moment I fixed Windows country location. Apparently, Store doesn't like it. So I'm not able to rate or even download/reinstall any App I've downloaded from another location. Doesn't matter if the App is available and/or free for other locations.

Same problem here - just updated our test Samsung tablet to Update 1 + latest updates from May. When I normally install app "Seznam.cz Hledani" from Store and click the Rate and Review, I see the same screen and in Store it's shown like it's not installed. Tried reinstalling it, still the same.

Note there is and always was only single Microsoft account on that tablet and so far I found that only this one app shows this error when I try to review it.

Hi,

According to your description, I reproduced this issue.

Yes, the root is Windows 8.1 Store and Windows Update client improvements: May 13, 2014(KB2956575).

Like what you said, if you close that screen, re-rate and review that app, everything is Ok, include other apps.

It just occured for the first app you opened for the first time after you intsalled that Windows Update.

I have already submitted this situation to Windows 8.1 develpment team.

Firstly, make sure you sign in with the original account that used to install the app."   Just because you have not received feedback doesn't mean an issue does not exist.   I provided repro steps and screen shots and stated multiple computers. And telling me to make sure I sign in with the original account? I'm not a novice. And I clearly stated I was signed in with the correct account in my original post.

Hi Barb,

Thanks for your reply.

Based on my knowledge, there are serveral possible causes of the issue:

1. Wrong Microsoft account signed in. (From the error message, we suspect the issue may be related to the account, so we just reconfirmed it although you have mentioned in the description, thanks for your understanding)

2. Windows update installed recently.

Because we haven't seen any other partners meet the similar issue, so we narrow down the issue from personal compture first. At the same time, we set up a clean Windows 8.1 to avoid other influence, and we uninstalled packages around 5.13 one by one. Finally, we found KB2956575 did the trick.

Recently, we have scheduled a meeting with our product team, and double confirmed the issue of the hotfix. They have paid attention to it seriously and are working with it. We will keep you informed once there is any update of the issue. Thanks for your cooperation and understanding.

The workaround for now is to uninstall the hotfix KB2956575 if you would like to rate or review apps.

Thanks for your time and efforts and please feel free to let me know if you have any concerns.

Please re-read my posts. I posted a work around that does not involve uninstalling that KB. Here it is again:

Hi Barb,

Thanks for you update.

Yes, you are right it is another workaround as well, and it can help resolve the issue temporarily.

I posted the issue on my blog and then posted a link to it on Twitter. Pete Brown (not a customer support person) from MSFT saw the post, talked to the Windows Store folks, and a fix was deployed SERVER SIDE yesterday that fixed this.

Martin, thanks to my blog post on this and conversations on Twitter, a SERVER SIDE fix was deployed yesterday which fixed for me and the others who confirmed the issue via Twitter. Is it fixed for you now as well?

For now, I have alleviated this issue by opening a command prompt and typing "wsreset -s".  This command refreshes the Store app cache, which appears to be the root cause of this issue.  I anticipate this will be officially resolved soon.

Keep in mind, you may have to run this command again if you download a new app after running the command and attempt to review it.

For those of us with the original issue that I started this thread to discuss, Microsoft pushed out an update to the Store which fixed the issue. I have unproposed your reply as an answer. Suggest you start a new thread.

I had the same problem, and no amount of diddling with the apps allowed me to rate and review.

The command line trick DID fix the issue for me, after I closed the store app and restarted it.

Apparently Google can search the entire internet, but MS can't search a single tablet and see that you've got an app installed and that it was installed by who is currently logged in.

It's fantastically annoying that a huge multibillion dollar international/global corporation can't manage _basic_ Quality Control - Quality Assurance measures before they deploy their latest Update/UpBreak.

Any issue that is brought up to their "help" staff is received with mindless, scripted rote replies, and even condescension.   The Store app is STILL terrible.  Have you noticed that they also "broke" the title for the app - it get's hidden under the bell/whistle shading of the top left hand corner until you tap the screen?

Typical MS - all flash, terrible functionality, and zero motivation to FIX anything.

Next device will be Android, open-source for sure.

(I'm not Martin, but:) As of today, 06/17, I'm still experiencing this issue.
