Cannot open any App in Windows 8.1

When I open an app, it will disappear soon. In event log, it displays following.

Activation of app XXXXXXX failed with error: The app didn't start. See the Microsoft-Windows-TWinUI/Operational log for additional information.

What does operational log say?

Go to support /forum of  XXXXXXX  application for help. This need not to be compatible with Windows 8.1. Similar information is retrievable from Microsoft Software Compatibility List.

All apps will be failed in Windows 8.1 Pro in my PC.

I mean, e.g. if I open Skype, I can get following error message from Windows Logs in Event Viewer.

Hi,

For the issue, did you make any changes on the computer before the issue happen?

Please let us try the following steps to narrow down the issue:

Step 1: Try App troubleshooter:

Step 2Clear windows store catch:

1.Press the Windows + R keys on your keyboard to open the Run dialog.

2.Type WSReset.exe, and click/tap on OK.

3.The Store will now open, and state the following: The cache for the store was cleared. You can now browse the store for apps

Step 3Re-register the Store App

Open CMD by running as administrator, and type following command to re-register the Store App:

powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml

If the issue still persists, please reinstall the app to test it.
