Cannot delete folder

Hey, I have a folder on my external that I cannot delete, even though it is empty. I've tried going down many avenues, but can't seem to find out how to delete it.
If I try to delete it, I get the message "You require permission from Administrators to make change to this folder"
It is currently read only, if I try to disable that, I get a message that says "You will need to provide administrator permission to change these attributes. Click Continue to complete this operation." If I click continue, it does nothing.
When I go to the security tab and try to change permissions, I already have full control, and when I try to tick the box "Replace all child object permissions with inheritable permissions from this object" I get the the message; "An error occurred while
applying security information to: [drive letter:\folder name\Thumbs.db] Access is denied"
So, I can't find any way of changing the file, nor deleting it; is there anything I'm missing? Any information/help greatly appreciated!

Instead of reseting teh permissions try taking ownership.
Go to the Advanced Security Settings "Owner" tab.

I've tried both methods suggested, neither work. When I changed ownership to my user account, it said I would have to ask that account for permission, even though I'm signed into that account.
Unlocker did nothing, like when I chose it, it does nothing, using LockHunter, I am told that the folder is not locked in any way.

At this rate, I'm thinking I'm going to have to reformat, which I really didn't want to do. :(

Hi,

You can go to
Safe Mode and then
take Ownership of a File or Folder to check the result. After that, you should able to delete it.

If any error message received, please capture a screenshot and post it here.

Hope this helps.

1. Start Windows Explorer with SYSTEM rights interacively by scheduling elevated interactive task.

2. If this does not help, use Process Monitor to pinpoint the cause of troubles.
