Cannot change desktop background in new hp mini
I recently bought a hp mini (with windows 7 starter) and i want to change the background. I tried to right-click on the picture that I want but "Set as Background" doesn't come up as an option. I also went to Control Panel and tried to search "desktop background" but nothing comes up. I also went to appearance as well as ease of access but the "Personalize Appearance and Sound Effects" aren't even an option. What I mean by that is it's written there but not highlighted. So now I don't know what else to try and I really want to change my background.

As for the technical side, a new licensing bit was introduced – ChangeDesktopBackground-Enabled. On Starter Edition SKUs, this bit is set to 0, disabling background setting capabilities in Windows Photo Viewer and the Display/Theme Control
Panel applets. The infection goes deeper into system files shell32.dll and themeui.dll too, hard-coding the wallpaper to %windir%\web\wallpaper\windows\img0.jpg.
Workarounds:
* As an Administrator, reset the permissions on img0.jpg, and overwrite file with picture of Mom.
* Use third-party software (note: changes will likely not persist, untested)

I am LIVID that Microsoft has such a monopoly on operating systems. Windows 7 is ____. You can't personalize your own desktop? It's ____. If half of the games I play on a daily basis would play HALFWAY DECENTLY on ANY OTHER operating system NO MATTER HOW
CRAPPY THE OS, I would switch immediately! WINDOWS 7 (Especially Starter) is a JOKE. What a waste of money. Hope your enjoying the high profits off such a poorly made OS. MISCROSOFT YOU'RE CRAPPY PEOPLE AND PROGRAMMERS. I AM FURIOUS.
