Please create a new account with recovery console command and test if this issue still occurs in the new account.

1. Open an elevated command prompt.
2. To create a user account without a password: net user "UserName" /add.
3. To Create a User Account with a Password: net user "UserName" "Password" /add.
4. By default, this will be a standard user (Users) account. When finished, close the elevated command prompt.
