Can you dual boot windows 10 32 bit and 64 bit on 2 seperate hard drives on the same computer and which do I upgade first?

Yes you can do it. It doesn't matter witch one you install first.

the only thing you need to keep in mind is normally easier to install the latest version of the OS last.

it doesn't matter for the architecture. When we refer to version it's windows 7 vs windows 8 vs windows 10

Since you are using windows 10 for both it doesn't matter
