I have Windows 7 Professional, 64 bit. I can not create shortcuts on my desktop. I have booted in safe mode and the problem goes away. I do a clean boot with just Microsoft services and the problem persists. Antivirus software has been uninstalled and Windows Defender in off. How do I fix this problem? Gordon.

Is the create shortcut item not available when you right click on desktop or when you create short cuts they are not being seen? Also, please tell me what happens when you do a send to --> Desktop (Create Shortcut) on any file. In any case... as a starter....
