Can Windows 8.1 Client Hyper-V Be Centrally Managed?

We would like to install local VMs on 50 Windows 8.1 workstations and have a centralized way to provision and manage them and have access to power them on and off etc..

Can Hyper-V Manager on Server 2012 R2 or SCVMM 2012 R2 be used to remotely manage client Hyper-V running on individual Windows 8.1 workstations?

You can`t use SCVVM to manage windows 8.1 Hyper-v.

For the normal hyper-v management console you can find all the info here. (note that not all the function will be supported as windows 8 Hyper-v doesn't support all the function server 2012 does)
