Can't start my laptop

I got my laptop back (which had Windows 8.1), but it seems like the screen borders are broken. I tried to test it using the Ethernet cable linked to my desktop computer; however, it ended up displaying the following error message:

No bootable device --- Please restart computer.

It then halts, and I restarted it, but still the same error.

I started it without the cable, and get the same thing. I decided to download Raspberry Pi onto a USB drive, but it takes a long time to finish. I waited, but still a long time. This is because that the computer repair shop did not give me a new hard drive. What should I do?

Not sure if the repair shop  put OS there.

Do you have Windows 8.1 Recovery Media or CD/DVD?

Hi pina618,

We could choose boot from an installation media and choose the "Repair" mode to have a fix.
If you haven`t got an installation media, we could make one here.
Create installation media for Windows 8.1
