Can't connect to WIN 8.1 Pro (recent upgrade) via remote desktop from WIN 7

I've tried all the basics like making sure remote assistance and remote desktop are allowed in the System Properties. I can't connect to the 8.1 Pro machine from outside the network via a public IP nor from inside the network via an internal IP. Same error message all around:

1) Remote access to the server is not enabled.

2) The remote computer is turned off.

3) The remote computer is not available on the network.

Obviously this is a bogus error message. Any resolutions? I upgraded to Pro specifically for remote desktop and it's not working. Have I wasted my money?

Make sure service is on?

Can you ping from inside your local network?

Yes, ping to the internal IP address works fine.

We've also tried connecting from another WIN 8.1 computer to this WIN 8.1 Pro just to rule out the WIN7/WIN8 conflict. No luck with that route either.

under command prompt try running this line:

netstat -a

You want to see if there is line with 0.0.0.0:3389

First off just as a note, you do not need to allow Remote Assistance for RDP, this is for Windows Remote assistance.

You can try running "telnet x.x.x.x:3389" to confirm that the ports are open from a remote machine. Check under services that Remote Desktop Services is running, if it is you might also try running a netstat ("netstat -aonb > netstat.txt") on the Win8 machine and confirm it is indeed listening on port 3389.

Run the command prompt "as Administrator" and try again. It requires admin privileges.

When you "Remote Desktop" are you connecting with name or IP? Try using IP to rule out DNS. Does it say it cannot find the PC or is there a different error?

Ah, sorry, it was a long scroll to the top.

Well if it is listening on 3389 and you can telnet to port 3389 and it's definitely the correct IP I'm not too sure. I am assuming you've rebooted the machine? Or restarted the services? Otherwise, an OS re-install or re-install of Remote Desktop may be quicker than any further troubleshooting.

Hope you get there eventually.

Yes, many restarts since the start of troubleshooting.  Not gonna be rebuilding any OS for sure. This is a production machine.

I've done this before so taking a shot at this.

Is it possible that the computer is located in an AD group or the logged in user is in an AD group that may have group permissions that are blocking the RDP service?

Also have you tried adding the logged in user in the Local Administrators group to see if that might have some effect?

maybe due to different version of remote desktop will caused this issue

update your RDP software but make sure you have Windows 7 SP1

Any other attempts at a resolution?  Are there no MS people in here?  How the heck to do you get to a software resolution from a behemoth like Microsoft?

Hi parnellk63,

How did you upgrade the machine ?Is the machine upgraded from Windows 8 ?

I have checked all the replies in this thread .
Please take the following steps to have a troubleshoot .
1.Manually check for updates for this machine considering this is a new upgraded machine .
2.Run "dism /online /cleanup-image /restorehealth" to check the health of the whole system files.
3.Run "services.msc" and ensure the "Remote Desktop service " is running .
3. Check the network type from the network share  center and configure it as "private"network .
To do this mouse over to the right of the screen and click the "Settings" charm, click "Change PC settings", "Network", "Connections", then select your network connection. Now turn on the the switch under "Find device and content".
4.Run the following command line to reset the TCP/IP stack .
ipconfig /flushdns (Clear the dns cache)
nbtstat -RR (release and refesh NetBIOS names)
netsh int ip reset (reset ip settings)
netsh winsock reset (Reset Winsock Catalog)
Reboot
5.Turn off the firewall and the antivirus software temporarily to have a check ,I noticed you have configured the firewall for Remote Desktop.We can turn off all the firewall to isolate the firewall issue .
If the issue persists,I am afraid you may need to refreh the machine to have a check .Refreshing the machine won`t affect the files .

"I am afraid you may need to refreh the machine"

This is a MOST RIDICULOUS answer. Rebuilding an OS should not be an option for something this simple. Your upgrade jacked up our production machine. We cannot take it offline to rebuild the freakin' machine. HOW DO WE GET IN TOUCH WITH SOMEONE AT MICROSOFT SUPPORT TO FIX THIS?

Have you tried the methods as I posted before?
Is there any related error message recorded in the Event Viewer

(Event Viewer\Windows Logs\Applications,System
Event Viewer \Applications and Services\Remote Desktop Services)?

Considering you have tried so many troubleshoot methods to resolve the issue without results.I suspect the installation may be corruptted.So I post this method "Refresh" to resolve the issue.Refreshing the machine will keep the personal files and settings.

As MeipoXu indicated, something may be awry with your Remote Desktop Service. Before you consider a refresh of the operating system, I would suggest disabling and re-enabling the Remote Desktop service. It is possible that a conflicting state may have been set during the upgrade from Windows 8.1 to Windows 8.1, especially if it was working before (considering that Windows 8.1 is not a valid Remote Desktop host and you may have done some tweaking to enable Remote Desktop that conflicted with the upgrade process).
