Can't change Display Language Windows 8.1 Single Language

So I've spent the past two days just trying to change my display language to English (US). I tried downloading the lp.cab file from a bunch of different places, then doing the dsim /Online /Add-Package command and it never works. Every time I run that command to install the lp.cab file I get

"Error: 0x800f081e

The specified package is not applicable to this image"

and I'd just really like to be able to change the display language. I even tried changing the lp.cab file into lp.mlc and using the language installer, but all it says is "The language can't be installed on this computer".

Please, any help would be appreciated. This is way too frustrating as I don't really understand cmd prompts/any programming for that matter, so it's like operating on two separate languages lol. Thanks in advance.
