Bypass administrator imposed restrictions to take ownership/change permissions of files?
I wish to change the permissions of files in '%windir%\system32'.
There is no 'security' tab in the property window of file/folders.
However, I can edit registry.

As Vagan said, you need be administrator to change the permissions.
You mentioned there's no Security Tab? Refer to this: http://www.vistax64.com/tutorials/140723-security-properties-tab-restore-remove.html
