Are you using Video-minder to edit some video files? If so, I think it is related to the application itself, maybe you can contact the application publisher to get support on this issue.

Video-minder is a new Windows 8 app getting published with the Windows 8.1. release. So Microsoft is the publisher.

Video-minder the name the app has in the Windows store ... it had another name too before it was published in the store ... any the new video app coming out with Win 8.1.

Video-minder can edit files by cutting them down into a minute (transcoded) video file. You cut the video Down by trimming a part of it's timeline within a 1 minute constraint.

The trimmed part of timeline can be partitioned (i.e. the split operation) ... i.e. 2 x 30 sec = 1 min constraint.

However, it's the split operation that does not work reliably. I.e. when you right click the split operation is ghosted ... or sometimes it is not ghosted (available) ... but unclear why it does not always interact ... seems like a bug here testing it out.

It's a thing in Win 8. So just a bug report from here.
