windows 8.1 but its never had blutooth on it. there isn't an option to turn it on.

Why are you sure that it is there?

See if you get any clues from this query (in a cmd window):

wmic.exe  nic  list  brief

Hello J.Wise86,

Have you tried the suggestion as britishdhez mentioned?

About how to turn on Bluetooth in Windows 8.1, please take a look at the following article.
http://www.eightforums.com/tutorials/42347-bluetooth-turn-off-windows-8-a.html

From the Start Screen, press the Windows key + C to open the Charm Bar.
Click on Settings and select PC settings.
Go to the PC and devices > Bluetooth
Toggle the  Bluetooth switch "On".

Please note: Since the website is not hosted by Microsoft, the link may change without notice. Microsoft does not guarantee the accuracy of this information.

That's not clear.  I thought OP might want to know about BT PAN.  You don't.

Instead try:

wmic.exe sysdriver where (DisplayName like "%Blue%") list brief
