The Bluetooth key in " change pc settings==> wireless was grey out. So I can't use its Bluetooth. please help me.

Download and install the latest Chipset and Bluetooth driver,WIFI driver from the manufacturers website.

Did the Bluetooth work before ?Have you tried to reinstall the Bluetooth driver to have a check ?
We may need to download the driver from the manufacturer to have a check .

yes, it worked before. now other devices can discover it, but they can't send files to it.

So the issue has changed and the present issue is that the files sended from the phone can not be received by the machine ?Have you got any error messages ? Will the phone receieve the files from the phone ?Have you tried to send other types files to have a check (Some fromats may not be supported by bluetooth )?

Have you checked the Bluetooth Devices settings under control panel\Hardware and Sound or check the bluetooth settings by using the Bluetooth icon in the right bottom system tray.
The following link can be helpful (please ignore the fixit, but pay attention to the troubleshooting steps)
now other devices can discover it, but they can't send files to it
And if all other devices have issues communicating with the specific bluetooth, then it will not be a Windows 8.1 system issue.
