Typically I would manage OCS users through the communication tab within AD. Unfortunately, dsa.msc-32 does not seem to work to open up the 32 bit AD module, so the communication tab is not available.
Any suggestions would be very much appreciated.

Have you installed the OCS admin Tools?
You need to install the OCS Admin Tools through the setup or use the dsa.msc on the OCS Server.

I do have OCS admin tools installed - I would really like to avoid handling user setup on the OCS server.
As an absolute last resort, I can setup a Windows 7 VM for our helpdesk techs to log into to manage OCS users.

There are limits on managing previous Windows Server.
Remote Server Administration Tools for Windows 8.1 includes Server Manager, Microsoft Management Console (MMC) snap-ins, consoles, Windows PowerShell cmdlets and providers, and command-line tools for managing roles and features that run on Windows Server 2012 and Windows Server 2012 R2. In limited cases, the tools can be used to manage roles and features that are running on Windows Server 2008 R2 or Windows Server 2008. Some of the tools work for managing roles and features on Windows Server 2003.
