Audio Dialog (Left/Right channels) splitting

I've connected two independent speakers to one soundcard with two outputs. Both of those speakers will thus output left and right instead of left or right. Does windows support stereo channel splitting? Can I drop the left for one and the right for another?

Does windows allow third party applications to access the audio dialog at a level which can split the stereo into two mono channels prior to hitting the output?

If I only had one speaker connected, can I, in any way first, second, or third party, drop the left or right channel to that speaker through windows?

actually stereo channel split is not based on Windows, widows just receive command and send signal to soundcard.

I believe some 3rd party app can split stereo channel to 2 mono and you can also decide which direction the mono audio will send (left or right)
