Event log:

The mail sender could not send an outbound email.  This failure indicates a misconfiguration either with the mail server or with the specific mail.  Frequent, repeating instances of this event indicate a failure with the mail server.  If this event occurs alongside event 12, then this event indicates a failure with Exchange. Infrequent instances of this event indicate misconfiguration of individual emails.

The mail server address is incorrect or specific outbound email has invalid data.

Ensure that the mail sender is configured to connect to the correct mail server and that the outbound mail has correct email addresses.

The specific exception reported by the mail server:

--------------------

This is every time i am trying to register for password reset.

Exchange 2013

This is from C:\Program Files\Microsoft Forefront Identity Manager\2010\Service\Microsoft.ResourceManagement.Service.exe.config

<add key="mailServer" value="https://mail.mydomain.com/ews/exchange.asmx" />
    <add key="isExchange" value="1" />
    <add key="sendAsAddress" value="fim-farm@mydomain.com" />

P.S. Ip of FIM server is added for free relay in exchange, so i can freely send mail with telnet.

1. Make sure the smtp Setting are right.

2. The sender's email (fim-farm@mydomain.com) is correct

ARE ANY EMAILS SUCCEEDING. If yes, ignore the previous steps.

3. Make sure the receipient has a valid email.  If this is done in a workflow, for instance, and let's say an email is supposed to be sent to a manager but manager's email is missing, then you would see the error.

Since "isExchange=1" you don't need to enable SMTP relay

As Nosh says double check that the mail attribute and UPN on your FIM Service account matches what is in your config file.

Also try this:

Excerpted and paraphrased from FIM Best Practices Volume 1:

  1. While logged on the FIM Server (the one that will poll for email messages) open Internet Explorer
  2. In the address bar put in https://<mail server>/EWS/Exchange.asmx. If you open the site successfully without certificate warnings (note the lack of a red shield appearing next to the address bar saying certificate error, instead you see a lock icon)

...

Test Outlook Web Access (OWA) access to the Exchange Server using the domain\samaccountname of the FIM Service account to login. If you experience a web redirect you need to change the FIM Server configuration to use the final server not the alias. Otherwise we can get an error and warning having to do with Exchange and the Exchange secure channel errors,
which will prevent FIM from sending and reading email
