Yes, but you have to select a conference provider for conference dial-in for Lync online.

Dial-in audio conferencing, which is the ability to dial into scheduled Lync Online meetings and conferences from fixed-line or mobile phones, can be achieved through interoperability with leading third-party audio conferencing services.
The service providers that Holger mentioned have been certified with Lync Online.
