Allow federation to some user external.
I have a Microsoft Lync in my organization and I'd  like configurate a federation between Skype and my domain. But also i'd like to know there any way in allow to federation be done to user specific.

Example :
 myuser@meudomain.com I allow to access user joaquin@hotmail.com but block user Zezinho@hotmail.com.

Out of the box this isn't possible, if you allow a user public IM, they can add any user on the Skype network.

You can use third party ethical wall (MultiUX/Actiance) or use MSPL scripts to make this more granular and achieve your requirement.

If you want to prevent a user from communicating with users who have SIP  accounts with a federated organization, you can create a new external access policy and grant the policy to the user.

 

But as Georg stated, it is not possible to prevent a user from communicating with a specified Skype user by using Lync policy.

But creating the New External Policy I will block the user connect any skype's user. Correct?

That is correct. The policies are blanket either to all Skype (public) users or all users within a domain. So if you block Skype using a Lync external policy, you block all Skype contacts for that user.
