Hello and HELP!

I have Dell Stream 8 and just got it up and running, but now I am running into an issue where every window I open, my computer, recycle bin, etc, opens in it's maximize view. I minimize it and make it the size I want, but it continues to open with the max view. 

Please help!

You need to  replace user32.dll.mui file . It is located at C:\Windows\System32\en-US. Replace the file with another one and reboot.

Sounds like you are in Tablet Mode.  Press Win-A and toggle out of Tablet Mode.  However, if you also want not to open MUF apps in Fullscreen (oxymoron? <eg>) you may need to toggle the new Start screen out of its Fullscreen mode too.  That is an unsearchable option which you can navigate to via Win-I Personalization Start
