After upgrade to windows 10 Pro from windows 8.1 Pro, I can't add a new user

I keep getting the error "The User Profile service Failed. The User Profile can not be loaded

Please run a system file check (SFC) & DISM (if necessary) if you are on win 8 or higher

By the error, we suggest you delete all Windows profiles,  then use the local administrator to logon check if we could add new user.
