Advanced Key Settings missing one language?

I have two input languages set up as follows.  However the Advanced Key Settings is not showing the English (Australia).

Hi,

Please check the issue under a new user account, considering this issue is user account related.

If the issue still persists, it can be caused by corrupted system files, run following commands:

Please make sure to run CMD as Administrator:

dism /online /cleanup-image /restorehealth

and then this command:

SFC /SCANNOW

If there is any error message, post back with CBS.log for our research.

The problem seems to be with the Australian English input and I can never get rid of the US English input.  Every time I remove the US English input, there is nowhere I can "Apply" or "OK" or "Save" it.  I close the window and reopen and voila it is still there.  So the Australian English input does not seem to stick.

This screengrab shows that English (Australia) is available for download.
That means that you have chosen this Language but it has not yet downloaded/installed, so, it cannot become primary until that happens, and, then you need to logoff and logon this account to reflect the change on primary language for this account ??

I have another user accout set up exactly as what I am trying to do with this account on the same computer.  It works perfectly without me downloading anything, i.e. Australian Enlish as primary and Chinese as secondary.

Hi,

Since this issue doesn't happen in another user account on the same computer, it appeared that the issue is caused by corrupted  user profile. 

I recommend you try suggestions below to repair your user profile:

I have deleted the user account that was alright and re-created it to see if the problem would happen.

Now I have too new user accounts, and all exhibit the same problem.

Of course I couldn't delete the very first one to test the problem.

I wonder if you can do me a favour and test it on your computers.

On second thoughts I am not going to do what you suggest as I do not think the user profile is corrupted as I had already deleted the old offending one and created two new ones which are still showing the same problems.  What I have done should have more than fixed the corrupt user profiles.

Just suggest to test if the issue can be caused by corrupted user profile.

As your testing results, i consider that the more efficient way for us to fix your issue should be Reset System.

Please backup your important data on System driver and reset your system, then reinstall the language to see if it can work all fine.

Resetting the system involves re-installing all the applications and Windows patches including updating Windows 8 to Windows 8.1 which could take a lot of time that I can't afford at the moment.

I have tried re-installed the Sogu Pinyin and it fixed one user account but not the other.  At present I work around by accepting US English instead of Australian English with the account I can't fix.

I am going to let it be if no other means to rectify than resetting the Windows system.

In the Control Panel, select Region then choose which language will be your primary language.
In the Control Panel, select Language. Under the Change your language preferences, select Options for the English(Australia).
Under the Windows display language, select Install language pack (this will take several minutes).
You can do the same for the Chinese dialect that you wish to use.
Back under the Change your language preferences, select English(Australia) or Chinese then select Move up. 
Either log out of Windows or restart your computer then log back in to enable your language selection.

I considered if there is something wrong during your adding input language and configuring the hot keys.

Would you please take some time to capture the system events when you perform following steps by using Process monitor? Before this, please delete the Australian English under Change your preference Language.

1. Open process monitor to start capture.

2. Add Ausralian English language from Change your preference Language.

3. Then open Text service and input language, and then click Ok or cancel to close this window.

4. Stop capture.

Please check the events log and find if there is any events with Access denied to file not found error.

I have just spent hours working on this problem.  Before I used the process monitor, I wanted to reproduce the problem so I tried again adding the Australian English as the input language.  Backwards and forwards and a lot of mucking around, I eventually got the two new user accounts working with the Australian English as the only English input language together with the Sogou as the only alternative input language.

It was so random and I can't guarantee I can repeat all these, because in between I had failed and then I repeated so many times.

By the way, I remember earlier edition of Windows systems allow us to set one of the user account as the default setup from which new user account is to follow suit.  Has Windows 8 got such feature?  That would save me a lot of hassle if I have the first one set up correctly.
