Access Denied on almost everything...

Hi,

I need some help.   I just did a fresh install of Window's 8.1 Pro..  Loaded in all my programs like office, cad, etc and set up my desktop and start screen the way I wanted.

I went to check my home network to see if I could "see" my other computer.. just out of curiosity I wanted to know if there was anything shared. Nothing was shared and it returned a message that I couldn't access the computer.  This may or may not be relevant.

I'm not sure what happened but I can no longer access my C: drive.  I can not access Services.msc, or msconfig, or any of the normal admin functions.   My account is still listed as being an administrator but it won't let me change any permissions.

I tried to make a second user account, then rebooted to safe mode and assigned the second account admin rights but that didn't work. I still get the same access denied errors.

I can start firefox, run programs and things of that nature but I can not do much else.

Help!

Thanks!

Since the problem still exists in safe mode, the cause may not be the conflicting software or driver problem. I infer the permission, system files corrupting or the virus may cause it. Please make sure the iso image resource is trusty. You can first try:

1. Enable the built-in admin account. Refer the link to know how to perform.

Please Note: Since the website is not hosted by Microsoft, the link may change without notice. Microsoft does not guarantee the accuracy of this information.

2. In the admin account, confirm whether the permission settings deny accessing by the link below.

3. Scan the virus in safe mode, because the virus may block the module of anti-virus.

If they are not worked for the issue, we consider that it can be caused by system files corrupting. Then, try my following suggestions.

Commands to reset permission:

cd /d c:

icacls * /T /Q /C /RESET

For detailed information about this command, you can refer to:

Thanks for the help but I decided to just scrap it all and reload the entire system.  Its working fine now.

What Microsoft has done with windows 8.1 is unmatched stupidity.   The security and share settings look to be almost intentionally confusing.   Many are suggesting its because they want folks to put their data on "the cloud" where it can be easily monitored and mined.

Only an foolish idiot would stick there private data on the internet in such a fashion.   I think my next operating system is gong to be a non-microsoft product if they continue this behavior.
