Access Control & Permissions Problem

I am using Windows 7 Pro. I try to run an exe on a networked Windows 2003 file server and have to 1) enter administrator credentials and 2) re-enter my own user credentials. File security properties indicate that I should have full control. The file icon has the access control icon embedded in it. On the same network but different server that appears to be set up the same allows me to run an exe without having to enter either set of credentials. I do not have this problem when I use a Windows XP machine logged on as the same user.
