API services for multiprocessing with Win 8.1

Which new API services are available for multiprocessing with Windows 8.1 ?

1. Creating a process ?

why ? Win 7.1 allocated all available cores for multiprocessing automatically whereas Win 8.1 allocates less

2. Creating a thread ?

why ? Win 7.1 allocated cores for thread wheras Win 8.1 lets too many cores to sit idle !

I can't see any problem with Win 8.1 leaving a core idle when a process or thread needs the CPU.  And I don't know of any new API calls (that's not to say there aren't any, but I've not found a need for any in my graphics work).

Please show some evidence of what you're claiming.  As they say, "pictures or it didn't happen".  :-)
