Hi,
According to your description, seems that you are still in Windows 8 and trying to upgrade to Windows 8.1 via Windows Store, while youre unable to launch Windows Store.
Solutions:
1.Firstly download an official Apps troubleshooter tool to troubleshoot
Windows Store (Run as Admin) ,here is the link:

2. Meanwhile, you can also run wsreset.exe to reset the cache of Windows Store.
(1)Run WSRset.exe from the run command then "Enter".
3. If all the steps above does not work ,try this way to re-register the
Windows Store to recover the entry of
Windows Store :
Right click on the Start screen , choose Command prompt(Admin)and in-put :
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.XML

If these steps don`t work, you may need to collect the event logs(AppModel-Runtime , Apps , AppXDeployment and AppXDeployment-Server) to get more information to help deal with the problem.
