8.1 can't move shortcut to start menu
I had a whole bunch of application shortcuts on my desktop they were successfully moved to the start menu. When I tried to move the shortcuts that I built from javaw.exe for my own Java applications, none of them would move. The desktop shortcuts all worked correctly by double clicking on them. There was nothing telling me they couldn't be moved to the start menu, but when I completed the move and went to the start menu to see where they were, they were missing. Why is it that I only have this problem with these particular shortcuts?

Thank you for posting this issue on the TechNet community forums.

Have you tried right clicking on the application in question and selecting Pin to Start from the list of options? If this doesn't work, or if no such option is available, could you please try the following:

  1. Right click on the file you want to pin to the start screen and select Create shortcut.
  2. Press the Windows Key + R to open Run and type the following into the dialogue box:

    %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Start Menu\

  3. Cut the file shortcut which you created in step one and paste it in the Start Menu folder which you opened in step two.
  4. Now go to the start screen and press the CTRL+TAB keys together to show the All Apps page.
  5. Here you should see the file shortcut you created earlier. Right click on the file shortcut and click on Pin to Start from the list of options.

Please note: If the shortcut doesn't appear in the All Apps screen try to move the shortcut from the Start Menu folder to the Start Menu\Programs folder.

I found the source of the problem, but I'm not happy with it. When you download and install the Java JRE it no longer gets written  to C:\Windows\System32 but now has a link (shortcut) to the installed JRE in C:\ProgramData\Oracle\Java\javapath. The result is my desktop shortcut, itself points to another shortcut. So I replaced the indirect javaw with a hard coded path to the installed javaw and magically every thing works, including installing it to the start menu. I'm not happy about this because when I install a Java update I'll have to re-edit the hard coded paths again; barely acceptable to me but impossible for my clients.

Thanks for your sharing and feedback about shortcut issue about Java JRE.

According to your description sounds like it is an installation behavior of Java JRE, if it is true I am afraid that there might be nothing we could do about this.
