100% cpu usage during start up(with Wifi on). Process is Service host:Network service

I am constantly facing 100% cpu usage immediately after start up and it would last for like 5~10 minutes until which I would not be able to open any applications.

The process which is causing this is Service host:Network service. It mainly happens when the Wifi is on.Also couple of instances I have seen even the disk usage spike to 100%.

Please let me know how this can be resolved. Also let me know if you need me to run any diagnostics tool to debug the issue.

I think you need to know what is causing the requests.  So, in addition to tracing you could try some ordinary clean-boot troubleshooting.  E.g. boot in safe mode with networking and see if the symptom is present then.
