100% cpu usage during start up(with Wifi on). Process is Service host:Network service

I am constantly facing 100% cpu usage immediately after start up and it would last for like 5~10 minutes until which I would not be able to open any applications.

The process which is causing this is Service host:Network service. It mainly happens when the Wifi is on.Also couple of instances I have seen even the disk usage spike to 100%.

Please let me know how this can be resolved. Also let me know if you need me to run any diagnostics tool to debug the issue.

Please run WPR and configure it for start-up.  Iw will restart your computer 2-3 times.  Upload the trace to your one drive as described in this wiki
