why can not sysprep change system sid to a specific one?

sysprep.exe can change system sid to a new random one for win2003/2008 ,but it doesn't have any argument to set sid to a a specific value.

newsid can change sid to a specific one but it doesn't support win2008.

Now I have found a third-party tool like newsid which can be used on win2008/2012,which name is SIDCHG.

But this tool is not free and it's not a Microsoft official tool.

Why not add this feature to sysprep?I think specific the sid value is useful and it is easy to implement.Is there any other official tool like newsid and SIDCHG?

2. NewSID has been retired and is no longer available for download. Please see Mark Russinovichs blog post:  NewSID Retirement and the Machine SID Duplication Myth

3. I do not see any reason for requested functionality in servers.

4. For compatible software (and hardware) look here

The way you should do that is exporting and importing ACLs

Yes,but there are too many files,restoring acls will take a long time(serveral hours),so I want to know how to rebuild all users with the same sid as before.
