Mainly, tracking can impact performance throughout of BizTalk and the BizTalk Tracking (BizTalkDTADb) database may continue to grow in size that can causing poor disk performance.

Which environment you want to do this is, production is never a good approach to have the tracking on, your DTA DB will keep growing and performance will take a hit. Also in case of issues you can temporarily turn on tracking and later turn it off.

Lower environments it is okay to turn on tracking.
