wbadmin error 0x80780049

I am attempting to run a backup on a Server 2012 Essentials machine and keep getting the same error -

Backup of volume C: has failed. The operation failed due to a device error encountered with either the source or the destination. If the source or destination volume is on a disk, run CHKDSK /R on the source or destination volume, and then retry the operation.

I have tried running CHKDSK /R on both the drive that is being backed up and the hard drive that being written to.  I have also ran sfc /scannow.  There have been no errors.  I have installed the hotfix from here.  I keep getting the same error. 

The server has no VM's.  I have ran the backup using the wbadmin command, from task scheduler, and from the wizard in the wbadmin console.  I have tried doing a full server backup and have tried backing up just the c: drive.  It always fails around 3% of the way through the c: drive.

Are you getting this error msg form the event log viewer?  Applications and Services>Microsoft>windows>backup?

C: is not full.  It's about 70% free.  

The F: drive (backup drive) should have at least 13% free space after the backup.

The error I posted is what gets saved in a notepad file at C:\Windows\Logs\WindowsServerBackup

What hotfix is that, all I get is the exe file .  This is 2012 essentials, not 2008r2? :)

What/where is the target drive?  A USB drive?  Have any other USB drives to try?  Clean drives?
