Likely 1 for the Server 2008 copy and then per user or per device CALs
(depending on which you decide to use). See
A Guide to Assessing Windows Server Licensing

You can also get answers straight from Microsoft, see
http://www.microsoft.com/licensing/Default.aspx
and the "Contact a Specialist" link on the right side of the page. Hope
this helps.

Thank you mike for quick reply
my scenario is I want to install Active directory in server 2008 std and I have 60 users,
Which license is good to purchase, I dont have much idea about per user or per device.
Could you please advise me on this, and how much server 2008 std cost in my scenario.
Thanks

This is usually best explained in the case of two opposite scenarios.
Company A has 50 users and each user uses both a laptop and a desktop
(100 devices total). In this case per user licensing would be
advantageous because 50 user CALs would be needed instead of 100 device
CALs.
Consider the opposite. Company B maintains a lab of 100 computers
serving 500 employees (use of the systems is not integral to the
employees' jobs). In this case, the company could license 100 device
CALs instead of 500 user CALs.
I would recommend contacting Microsoft on licensing costs, see
http://www.microsoft.com/licensing/Default.aspx
and the "Contact a Specialist" link on the right side of the page.
