If I have 1 SqlServer Standard Edition 2014 with 5 User Cal.

Will my Standard Edition  will use the 16 core on my server ?

SERVER LICENSE in 2014 will use only up to 4 sockets / 16 cores maximum for standard edition. In your case Yes it will use 16 cores on your server for standard 2014 SERVER + CAL
