Have you enabled Remote Desktop for Administraton?
Control Panel / System and Maintenance / System
On the System windows, select the Remote tab.
You have three options on how to connect - don't, any version of RDP, or RDP with NLA.
RDP with NLA is the most secure and is available with the latest RDP clients. If you are using an earlier RDP client, you should either download the latest or select any version.

Okay, it sounds like you have enabled the server for remote access, but it sounds like you selected the option with the highest level of security - RDP with NLA. There are two ways to address this. First, you can go into your server and specify that you will accept any RDP client (less secure than RDP with NLA). Second, you could go to http://support.microsoft.com/default.aspx/kb/925876to download the latest RDP client for your XP clients. Vista already has RDP 6.0 built-in, so that is most likely why you are able to get in with your Vista clients.
