The error appears all the time or sometimes?

Check if there is any related events of the issue.

I have seen a similar case, and it was solved by modifying registry. Check if it helps:

Can u tell us exact registry modification for this issue & the error appears all the time.

As the answer wrote, he ran ProcMon, and found a related registry with Access Denied, gave permission to the Administrator, and it worked.

We could install and run Process Monitor on server and find the source which block the initialization.
