why can one account login to portal azure , or myapps microsoft and still fail on manage.azure   ??

the user i created on office 365 who has subscription (develop e3) , is not same user i use on azure benefits so

this office 365 user has no way into his own active directory folder management page ?

The user you've created should be a service admin or the co-admin to access the portal. Because only the service admin or the co-admin is authorized to access Azure Management Portal for all subscriptions in the account.

What is the error message? No subscription? They make this account a service admin.
