I know "sqlmangr.exe" only from the old SQL Server 2000; are you using that version?

Adding to other post, based on my research, several persons have encountered the issue as yours.
SQL Server 2000 is not supported in Windows 10, it is recommended to uninstall any SQL Server 2000 components from your computer and use SQL Server 2012 or later version on Windows 10.
However, as a workaround for this issue, you can disable SQL manager on your computer or download the correct version of
sqrunirl.dll file then copy it to C:\Windows\Syswow64 (on a 64-bit system) or C:\Windows\System32 (on a 32-bit system)
and request folder. For more details, please review the following similar thread.
