windows says I need to restart pc to turn on windows security, I do it nothing happens it still will not turn on. It wouldn't let me go to help and support because they said it wasn't turned on. No matter what I do it will not turn on. what do I do?

Hi, What is the operation system you are using? It seems that a related service cannot be started. Please go to Event Viewer to see if there is any information regarding this issue. Meanwhile please provide the exact error message of "need to restart" and "help and support is not turned on" to help analysis the cause.
