Open CMD, type the commend below and end with enter:
regsvr32 /i shell32.dll

once successfully run, confirm the result.

Besides, try to delete the registry entries below. Remember to back up registry before any changes. If there is something wrong after changing the registry, you may restore it with the backup:
HKEY_CURRENT_USER \ Software \ Classes \ Local Settings \ Software \ Microsoft \ Windows \ Shell

Delete Bags and BagMRU. Then, restart the server, these 2 entries will be automatically re-added after restarting.

If the problem still exits, is there any change before this problem? Which edition of this Windows Server 2008?
